Large enough to put your bike helmet in, this mesh pocket lets you carry wet items outside of your panniers with ease.

A few words on installation: the mounting bracket is installed by literally screwing it through the pannier fabric. When properly installed, your panniers should still be waterproof. You can remove the bottle cage while the bracket is still on the bag. Take a look at the outer pocket mounting bracket installation instructions for details.
